go to the property 'sonar collections dock' buy it if you want to own a sub and do the mission to collect toxic waste, which is what i did, and when i went back to the dock there was a woman there, one of those stranger events, and she asks you to find stuff underwater 4 her, which gives you a boat, that when used gives you the scuba gear, the dock is located in the north west at cassidy creek.

I don't know if you knows this, but that compound you went too I believe its a cult called Children of the Mountain. Sometimes when you pick up a random stranger from the random events you can take them to that place as a sacrifice instead of their destination.
