Even if NYPD report was wrong, there were many reports inside the tower of noises, collapse floors (well below impact), warped and cracked walls, doors jammed, Fire Chief inside worried of failure, etc. The building was knocked off center. The lobby damage was torque, not explosive. If the upper section was even 1 degree out of plumb, it will fail. It was a blessing they stood as long as they did.
The top of the North Tower was not leaning, at least not over detectable 1 degree. Check the visual data between 10:00 and 10:28am (like photos shot by NYPDs Greg Semedinger or photographer Ray Stubblebine).
A misinfo, originated from an unnnamed NYPD aviation crew (and thankfully picked up by NIST, without comparison with their visual records).
