The Federal Reserve is buying the Treasuries and MBS so it is paying
(printed) money to buy treasuries and MBSs. That (printed) money goes to
the Treasury for Congress to spend in all the ways it chose to. Part of
that money it gives to the Treasury/Congress has to be paid to the Federal
Reserve in interest payments. Those interest payments go to the Rothchilds
