I would have to see a citation in order to change my position. When USC says the private bank may designate police officers that makes them private police officers, not federal employees. Without a citation to a law, act, etc. they appear to be nothing more than police officers authorized to be employed by a private entity.

If the guards are employed by the bank, then they are private security, contrary to your first comment in which you declare they are federal police.
ss 248(q) authorizes the bank to hire and designate police officers. It DOES NOT grant them the status of federal employees.

How does identifying the difference between a police officer and a "rent a cop" guard diminish their credibility? There are MASSIVE differences between police and private security.
